The RTL-SDR.com V4 USB SDR key incorporates the R828D tuner (instead of the R860 in V3) for reception from 500kHz to 1766 MHz.
Antenna kit (optional): 1 dipole antenna support with 60cm of cable, 2 telescopic antennas (23 cm to 1m), 2 telescopic antennas (5 to 13 cm), 3-metre RG174 extension lead, flexible tripod and suction cup.
Supplied with : 1 RTL-SDR V4 key (without antenna or CD), with optional antenna kit.

Version V3: RTL SDR V3
Improved RF reception: Now uses an integrated up-converter instead of a direct sampling circuit. This provides improved sensitivity and adjustable RF gain.
The reception range is identical to V3, from 24 to 1766MHz, with the possibility of using directly HF from 500 kHz to 24 MHz.
HF VHF UHF triplexing: The V4 uses the R828D tuner, which has three inputs. The SMA input is triplexed into three bands, HF, VHF and UHF. This provides a degree of isolation between the three bands and reduces interference or causes out-of-band desensitisation from powerful broadcast stations.
Enhanced filtering: In addition to triplexing, the V4 uses the R828D's open drain function to add simple notch filters for common interference bands such as AM, FM and DAB. These filters only attenuate by a few dB, but they can be useful.
Improved phase noise on strong signals: Thanks to an improved power supply design, phase noise due to power supply noise has been significantly reduced.
Less heat: The V4 uses slightly less current and generates slightly less heat than the V3.
Lower price: The price of the R860 chip used in the V3 and most other SDR key models rose significantly in early 2023, which partly explains why the price of SDR dongles has risen recently.
For V4, we are using an existing stock of R828D chips which are now cheaper than new production R860s.
Other minor changes include a new LED for the BIAS-T and a small cut-out in the case to see if the bias tee is on.
The same innovations from the V3 are still present in the V4, such as the conductive black metal case that functions as an RF shield and heat sink, a thermal pad to remove heat from the PCB, a 1PPM TCXO, an SMA connector, USB noise reduction and improved ESD protection.
However, the V4 does have a few drawbacks compared to the V3 that are worth noting:
Due to increased filtering, there may be an average 2-3dB decrease in sensitivity on some bands.
V4 requires the use of RTL-SDR.com drivers.

Drivers for MacOS and Android are not yet available.
The V4 is a limited edition: The R828D tuner chip is no longer being produced at all and the availability of the V4 with R828D is estimated to be September 2024.
Because of these compromises, we will continue to sell the V3 at the same time as the V4.

The drivers for V4 are specific and can be downloaded from github.
Almost all software (confirmed on SatDump, SDR#, SDR-Console V3, SDR++, Welle.io, RTL1090v2).
Under Windows, updating the driver involves replacing a .dll file with the file from RTL-SDR and available from GitHub.
Most programs use the rtlsdr.dll file in the x64 folder, but some x86 programs such as SDR#, welle.io and RTL1090 require the dll file in the x86 folder.
If you're already happy with the performance of the RTL-SDR V3, there's no need to upgrade to V4 as you'll get broadly similar performance.
However, if you are getting an SDR key for the first time, it may be wise to consider the V4 model.
